The plan is missing or invalid

Run inter setup once to install the inter-eval-authoring Skill. Use it to create or repair eval-plan.json, then validate again:

inter eval validate my-evaluation

Rebuild cli.tgz with one valid npm CLI package, replace the archive in the evaluation folder, then validate again.

Read the attempt-level results and relevant sanitized evidence. Incomplete work is not a passed task.
